Unlike the millions who have escaped to western Ukrainian cities, those who have fled to the Carpathians feel a more genuine sense of protection.
Heading for the hills is an established way to avoid an enemy army. It forces the enemy troops to either disburse to chase the citizens or to greatly increase their numbers to get a force to space ratio that is effective. Russia is already dealing with a manpower shortage for its main attacks so it would not be wise to try to follow these people into the mountains at this point.
