Perry and the 10th amendment

I guess there is a constituency for the 10th Amendment out there, but it has been a rather weak one over the years. It also puts the governor into the position of arguing on process instead of substance in the health car debate. I think he is more likely to connect with voters with substantive arguments against rationed health care.
This is not to say that I don't think the 10th Amendment is important. It is, or it never would have been included in the Bill of Rights. I just don't think it is an argument that will carry the day when dealing with rationed health care.
