Faint praise for White House Homeland Security Advisor, Frances Fragos Townsend

"Spending a lot of time in small rooms with people who've killed a lot of people is not for everybody, but Fran just thrived in that atmosphere," said James B. Comey, the deputy attorney general who worked with Ms. Townsend in the 1980's prosecuting the Gambino crime family in the United States attorney's office for the Southern District of New York. "She was very good at working with members of the Mafia, getting them to trust her. She had a good way with criminals."
Is the Times suggesting she is in a similar situation working in the White House?
