How much can Mexico do to stop illegal immigration?

NY Times:

Mexico and the U.S. Have Made Progress Toward Averting Tariffs

Diplomats on both sides of the border and immigration experts say Mexico could step up enforcement but cannot completely stop all immigration into the United States.
Mexico's border with Central America where most of the current immigrants are coming from is much more defensible than the US border.  The Mexicans need to work with the US to make it even more defensible and stop the flow of illegals.  If Mexico is to avoid Trump's tariffs they need to work on such a plan with the US.
