Playing on North Korea's paranoia

I am not sure how much of a deterrent it is, but it will force the North Korean leadership to be more restricted in its movement and more worried about their own troops around them. I recall reading of a Russian Czar who was so concerned about being poisoned that he ate only hard boiled eggs and removed the shells himself.
