Where did media get the idea that CIA was 'apolitical'?

Mike Pompeo has become a favorite of the president’s with tough talk and hawkish views at the helm of the C.I.A., which prides itself on being apolitical.
I don't recall too many leaks from intelligence agencies that were designed to undercut liberal Democrat presidents.  But they were routine in the George W. Bush administration despite his backing of the agency for its failure to predict the 9-11 attacks and its wrong analysis of Iraq WMD.  The leaks against President Trump have been even more unprecedented.  I guess the Times idea of being "apolitical" is to attack conservative Presidents.
