Evidence is overwhelming that government schools are failing the students

Washington Post:
Is government a ‘force for good’? Education Dept. at a pivot point between Obama, Trump

The secretary of education credits public schools with saving his life; his likely successor, Betsy DeVos, believes they are a dysfunctional monopoly.
The evils of liberalism have taken hold in public education where in some cases crummy teachers cannot be fired because of the impact of the teachers' unions and their collusion with Democrats in an inherent conflict of interests.

What is needed is to force this inefficient monopoly to compete for students and the dollars government is spending on them.  If shoveling more money on these monopolies was the answer the schools in the District of Columbia should be the best in the country but in many cases, they have failed their students spectacularly.
