California will likely have to get by with less federal funds

While California should be a rich state, it wastes a lot of money on excessive pensions while letting its infrastructure go to pot. The failure to abide by the law will only make that situation worse.
If they insist on being immigration scofflaws, they are likely to have federal funding for many programs cut. That will save taxpayers money and help cut the deficit. If they want the money they are going to have to start turning over the criminal aliens, to begin with.
