Despite being a NATO member, Turkey has bought Russian air defense. And a recent push into Libya and its energy ambitions nearly led to armed conflicts with France and Greece.
Erdogan was a terrible ally in dealing with ISIS in Syria and he has been unreliable in other parts of the Middle East and North Africa.  His current Libyan episode is an outgrowth of Obama's strategic blunder in overthrowing Ghadafi without a plan for replacing him and controlling his weapons.  That wound up arming terrorists in both Africa and the Middle East.  While Erdogan bought an air defense system from Russia, he is also in conflict with Russia in Libya.  Trump has wisely avoided being a player in that conflict.
