Greedy failing cities seek to expand?

Places where the population is declining know it could cost them money after the 2020 head count is taken. The solution: Expand their borders to add more residents.

Texas has solved this problem by requiring those being annexed to vote to accept the annexation.  Greedy city governments want to tax those they annex and grab money from the feds for doing it.  There is something unethical about these efforts. 

One of the more serious problems in the US is government greed.  Elected officials enjoy spending other people's money driving up the cost to taxpayers which is one of the reasons people are fleeing some areas. 

California, Illinois, and New York are examples of state governments dominated by government greed and one of the reasons that all three states are losing population.
