Did career attorney's in DOJ overlook the 14th Amendment in arguments over citizenship question on Census?

The move possibly signals career attorneys’ legal and ethical concerns over the latest maneuvering on the citizenship question ordered by President Trump.
A Wall Street Journal opinion piece quotes a portion of the 14th Amendment which clearly indicates that apportionment is based on citizenship.  It suggests that the Democrats have been stealing House seats by refusing to even ask the question on citizenship.  Why this was never argued in the litigation over the question is a mystery, but it looks like the government lawyers made a mistake.
