Effective but never popular, court-ordered busing is a relic few would revive

Joe Biden has come under attack for opposing busing in the 1970s, but the politics around the country’s premier school desegregation program have always been complicated.
Testing indicates that the results of busing were ineffective in increasing test scores.  During that time period, there was a lowering of standards for all students.  Instead of lifting acceptable standards for black education there was a tendency to lower standards for everyone so as to hide the poor quality of education they were receiving.  Creating the Department of Education under the Carter administration did not remedy the problem.
