Actually Houston, Texas demonstrated how a city can provide affordable housing without zoning

Minneapolis, Tackling Housing Crisis and Inequity, Votes to End Single-Family Zoning

In a bold move, Minneapolis became the first major city in the country to approve a plan to end single-family zoning citywide.
Houston's lack of zoning has allowed cost-effective transitioning for neighborhoods.  Home owners actually benefit from this transition by accepting offers for their property above the current market for single-family homes.  I think the NY Times has done stories in the past on Houston's lack of zoning laws so it is somewhat surprising it would suggest that Minneapolis if the first such city to do so.
