Actually Houston, Texas demonstrated how a city can provide affordable housing without zoning

Houston's lack of zoning has allowed cost-effective transitioning for neighborhoods. Home owners actually benefit from this transition by accepting offers for their property above the current market for single-family homes. In a bold move, Minneapolis became the first major city in the country to approve a plan to end single-family zoning citywide.
