A frustrated deep state?

Washington Post:
In the Trump era, job satisfaction tumbles in the federal workforce

The government-wide survey of Cabinet and intelligence agencies and 415 smaller departments by the nonpartisan Partnership for Public Service and Boston Consulting Group was conducted from April through June.
Many of these agencies have been trying to frustrate the President's agenda.  That is particularly the case at some of the intelligence agencies who have been in a covert war with Trump since before he was sworn in.  Many of them abused their power to try to harm the administration with bogus claims of violation of the Logan Act in the transition period.  The problem is that there are too many leftists in the government who think they should be a part of the "resistance."
