US cyber weapons are no deterrent

NY Times:

Why Hackers Aren’t Afraid of Us

The United States has the most fearsome cyberweaponry on the planet, but we won’t use it for fear of what will come next.
If the weapons are not a deterrent they are of little value.  The US should develop counter strikes that are instantaneous and cripple the computers used in the attack.   To be effective the response needs to be more than defensive. The kind of weapon I am suggesting would not have to be concerned about what comes next because any such attempt would also be thwarted.
