To reduce the chances of another Syria gas attack Assad's air force must be destroyed

NY Times:

A Hard Lesson in Syria: Assad Can Still Gas His Own People

The conflict in Syria has demonstrated a larger truth: While it is easy to blow up its chemical facilities, it is also relatively simple for the Assad government to reconstitute them elsewhere.
Destruction of his delivery mechanism would be the best way to stop the attacks in the long run.  He uses his planes to drop the barrel bombs containing the WMD.  Take out the planes and he will be hampered in doing the attacks in teh future.  I would threaten to take them out if he does another attack.  That threat would be something he would have to consider because it would also hamper his other operations against the rebels.
