What are the chances of states who oppose offshore drilling electing a GOP senator?

A surprise decision to exclude Florida, but not other states, from a plan to open up most of the nation’s coastline to offshore drilling raised questions about the plan’s legality.
Florida has always been weird about offshore wells.  The weirdness has not stopped them from buying gas and inviting tourists to drive down.  I think the drilling phobia is not warranted.  I have been around it for as long as I have lived in Texas and it is exceedingly rare that it has been a problem.  The drillers have a greater incentive to be careful than the states do.

But as for why Florida gets a break and California does not seems pretty obvious.  I think Gov. Rick Scott has a good shot of defeating the Democrat incumbent in a 2018 senate race and there is less likely that the GOP candidate can win in Californa.  By being so one-sided for Democrats California has lost influence in Washington.  It has become hostile on so many fronts why do them any favors.

All the states that oppose offshore drilling are wrong.  Some are just smarter about their approach to the issue.
