CIA wants to do its own drone strikes

C.I.A. Pushing to Loosen Restraints on Secret Drone Strikes

The C.I.A. is pushing for expanded powers to carry out its own drone strikes in Afghanistan and other war zones, and the White House is said to favor the proposal despite Pentagon resistance.
Before 9-11 the CIA had Osama bin Laden in its sights but lost the opportunity because of the time it took to go through the chain of command to get approval to take him out.  Targets can be fleeting and if the CIA drone spots on they want to be able to take them out immediately.  I think this makes sense.  It is another example of how rules of engagement hamper operations.
