Keeping a close eye on North Korea's missile program

NY Times:

Tiny Silicon Valley Satellites May Observe North Korea

Technology developed to count cars in Target parking lots and monitor crops is being reconfigured to help the American military improve its early-warning ability.
I would have thought military satellites would have been converted to count cars.  While keeping an eye on North Korea is important it will probably require a preemptive strike against that country to stop an attack.  The safest course is to hit their missiles before they can be launched.  This satellite may give the US a heads up on when such strikes are needed.
