US needs to cut off North Korean access to the banking system

Chinese reluctance, legal loopholes and thousands of laborers sent abroad have sustained Pyongyang’s economy in the face of often-painful restrictions.
The Trump administration appears to have made some headway with Chinese reluctance, but stronger measures are still needed, and cutting them off from the banking system will make commerce with the outside world much more difficult even in China.  The Chinese also need to cut off access to high tech parts used by North Korea to build its nukes and missiles.
