Were Russians in Syria incompetent or treacherous?

The secretary of state called Russia “incompetent” for allowing Syria to retain chemical weapons and accused Moscow of trying to meddle in European elections.
By allowing the Russians to say they were incompetent, the US is not saying what many believe to be the case, that they were treacherous in their dealings with Assad's WMD.  There have been other reports which suggest the Russians actually facilitated the sarin attack by Assad's forces.  Russian troops were stationed at the same base where the sarin was stored and loaded on the planes so it is hard to believe the Russians were not aware of it.
