The CIA and hacker tools

Washington Post:
Experts startled at apparent CIA targeting of staples of modern life

The latest revelations about the U.S. government’s powerful hacking tools potentially take surveillance right into the homes and pockets of billions of users worldwide, showing how everyday devices can be turned to spy on their owners.
I don't get why "experts" are startled.  We already know that hackers are using the "internet of things" to attack the internet.  I have also seen stories that indicate that Chinese intelligence is embedding devices in televisions and computers built there to be able to track what users are doing.  It sounds like the CIA has managed to use some of the same devices.

I suspect they are probably using this to deal with known enemies rather than a massive sweep of data.  It could be helpful to trace what ISIL suspects are doing and where they are.  It would not surprise me if the NSA was doing some of the same things.

How do you think they traced the DNC and Podesta hacks?
