Are they 'civil servants' or agents of a hostile regime?

A “deep state” is a network of civilian and military officials who control elected governments. In the United States, it is Mr. Trump who has put his agencies under stress, experts say.
If they are actively trying to thwart the results of an election they are something besides "civil servants."  They are more like uncivil servants who are trying to knife the new government in the back.  Instead of using poison to kill their adversaries, they are feeding hostile media outlets with poison pen material.  The suggestion that they are doing this because Trump has put agencies under stress is misleading.  Trump is fulfilling his campaign promises and the "deep state" is trying to thwart his agenda with underhanded tactics.
