There is little evidence of restraint by Russian and Syrian forces

It is not the Western way of war, but the Russian one under Putin and it appears to achieve its objectives. If the US conducted a similar campaign there would be charges of war crimes and threats to sue. But the anti-war crowd does not seem to be as exercised about it when others do it.
I came to the same conclusion from media reports on the war. The Russian bombing campaign appeared to be much like the one it used to suppress the rebellion in Chechnya. An analysis drawing on satellite images, videos and more shows that hospitals were bombed repeatedly and that Syrian forces used chlorine gas on a greater scale than believed.
