Questions raised about the management of school finance in Texas

By their actions, many school boards are making the case for school choice in Texas.  It appears that in some cases school superintendents are using bond funding to build a resume and stick their names on buildings before moving on.  The school boards seem to lack the management experience and know how to deal with these issues.  The facilities binge is tied to the growth in property taxes for schools.
