Why the wind power boom works in Texas and may not elsewhere

Wind power has transformed the heart of fossil-fuel country. Can the rest of the United States follow suit?
One of the reasons it works is because Gov. Rick Perry had the foresight to approve the building of the infrastructure to get the wind power to the cities.

This is an interesting story that tells you a lot about how the system works in the fields of West Texas.  Many of the locations are in cotton fields that rely on rain which is an iffy prospect in that part of Texas.  The royalties from the wind business help the farmers pay for their overhead when the rain does not fall.
