Obama's messaging strategy appears to be one of weakness

Biden Hints at U.S. Response to Russia for Cyberattacks


“We’re sending a message,” the vice president said, when asked about presumed Russian hacking of Democratic officials and the leaking of stolen emails.
Messaging strategies rarely work, because if you were serious you would do something more significant.  It seems to be the liberal way of making war and explains why they are not very good at dealing with hostile forces.
