Coastal flooding is not a new phenomena

NY Times:
Flooding of Coast, Caused by Global Warming, Has Already Begun

Scientists’ warnings that the rise of the sea would eventually imperil the United States’ coastline are no longer theoretical.
In 1900 a hurricane inundated Galveston Island killing thousands.  This happened before 'climate change' became an issue.  The response in Texas was to dig the Houston Ship Channel through Galveston Bay up to the Port of Houston and to use the dirt from the channel to raise the ground level in Galveston by about eight feet and build a sea wall.

Off the Mediterrian coast of Egypt, the remains of an ancient city were recently found and it was built well before the industrial age or any hint of 'climate change.'  The lesson is that the earth is a dynamic environment that changes over time regardless of what men do otherwise.

As for coastal flooding, the sea levels have not risen by any significant amount in recent years.  Most of the efforts to project future sea level increases are based on flawed models like much of the others used in 'climate change' proponents.  A scientific study found that the land mass was actually increasing faster than the sea levels have risen.
