Community policing seen as discriminatory toward blacks

NY Times:

Extent of Police Bias Found in Baltimore Stuns Even Activists

A Justice Department report showing that officers systematically stopped, searched and arrested blacks is a step toward a settlement to overhaul police training and practices.
A policy that was meant to save black lives resulted in charges of discrimination.  Since the police have pulled back from the stop and frisk policies the number of murders in Baltimore have skyrocketed.  There is a real correlation and the inconvenience caused  probably saved more lives and made it harder to commit black on black murders.  The inconvenience and indignity are unfortunate byproducts of a crumbling social structure in the black community that came with the breakdown of the black family that resulted from Democrat policies.
