A distinction without a difference

NY Times:

In the Age of ISIS, Who’s a Terrorist, and Who’s Simply Deranged?

Instances of wanton violence have been swiftly judged to be the work of terrorists, even when there is little evidence of direct ties to terrorist groups.
Radical Islam is a form of a death cult that persuades its followers that mass murders for Allah are a ticket to paradise.  That is crazy on its face so it is not surprising that other lunatics would embrace it.

There is an obsession among some in the media to finding direct ties to a terrorist group, but ISIL has been using crowdsourcing to find its mass murderers without direct control.
