Why does special ops need high quality AK-47's?

Washington Post:
Special Operations Command wants U.S. companies to start making AK-47s

The command posted a solicitation for U.S. production of the iconic rifles as well as the SVD sniper rifle, Russian machine guns and 14.5mm aircraft guns. It may remain cheaper to buy the weapons elsewhere, but building them domestically would allow the U.S. to enforce greater control over their manufacture and distribution.
The weapons have a reputation of having loose quality control.  They also have a reputation for being able to function in a dirty environment that can be a challenge for US weapons.  I suspect there are some missions that special ops runs that would be harder to trace back to them if the AK's were used.
