Omar Mateen’s actions reveal the difficulty in trying to address violence partly inspired by the Islamic State but not directed by its leaders.
By crowd sourcing their terror attacks it makes it more difficult to use traditional intelligence operations that focus on command and control.  This disbursed terror network consisted of imams and Islamic religious bigots who can embrace "sudden jihad" on impulse.

Their is little evidence that they are motivated by things others outside their movement say despite what Obama might believe.  Fundamentally they are motivated by their Islamic religious bigotry.  Anyone who does not accept theri weird views is subject to attack.  They embrace the doctrine of Islamic supremacy.
