Reports said that talks on Sunday between OPEC and non-OPEC countries failed to cap production at January levels, apparently because Saudi Arabia was unwilling to support the deal unless Iran participated. It was unclear if talks would continue on Monday.
Iran is still trying to catch up on the market share gambit that has turned OPEC into a suicide pact.   Apparently there was no deal to be made at its pre-sanctions number.  I suspect that the Saudis are still concerned about the Obama nuke deal which is allowing Iran to grow its aggression in the region.  That makes them less likely to go along with an increased number for Iran at their expense.
