Does the West have the patience for a counterinsurgency operation in Libya?

Washington Post:

To stabilize the country and defeat the Islamic State, the U.S. and its European allies must overcome violent local rivalries.
I do not have any confidence in the Obama administration or the rest of NATO leadership at this point when it comes to the hard work of dealing with a failed state.  They lack the patience and the will as was demonstrated in the retreat from Iraq that allowed ISIL to metastasize.   It will take a large force to provide the force to space ratios needed to protect the people and suppress the terrorists.  Does anyone really trust Obama with such an operation at this point?
