Confiscatory tax policies cause the tax shelter search

The Panama Papers have shone a spotlight on the rich. But the real scandal is how tax havens deprive poor countries of revenue.
The Post writer gets this backwards.  Confiscatory tax polices cause capital flight, that could otherwise be put to productive use creating jobs and growing an economy.  The fallacy is the beleif that governments can spend money more wisely than those who actually earn it.   You can see it within the US where the failed blue state model is driving people out and the growth is concentrated in the red states with lower tax burdens.  It is a lesson that liberals refuse to learn.
