It may not be how the anti-energy left envisioned reducing consumption of foreign oil, but it was certainly more effective than anything they dreamed up and much less draconian.

Crude oil imports have declined from 60 percent of total consumption in 2005 to 24 percent in 2015. The U.S. is importing less oil than at any time in the last 45 years.

It also suggests that the biofuels business  has lost its reason for a mandate from the government.
