US finally attacks terrorist training camp, but not ISIL's

The attack on the al-Shabab camp, which had been under surveillance for weeks, marks the second strike on a major terrorist training facility in less than a month. Defense officials said they believe there were no civilian casualties.
Hitting the enemy training camp is a legitimate target.  But, it raises questions about why no strikes have been launched against any of the many ISIL training camps in Syria and Iraq.  These camps are used to train fighters as well as terrorist sent to attack US allies in Europe and elsewhere.  It is hard to understand why they have never been attacked.  But, I still do not understand why the US did not attack the ISIL victory parade in Ramadi after they first took that city.  It appears that the military is being restrained by amateurs.
