Justices Block Obama Restrictions on Coal Emissions

The Supreme Court’s willingness to issue a stay while the case proceeds was a hint that the emissions program could face a skeptical reception.
The stay is to let the lower courts do their work rather than allowing the administration to present the Supreme Court with a fait accompli.   I think it could be seen as a signal that Obama's dictatorial presidency may have reached its limit.  Obama appears to lack the skills needed to get his agenda through Congress.  The restrictions are on carbon emissions and 29 states are challenging Obama's order.
