Inefficiency, not lack of money hampers education

Without efficiency changes like classroom size flexibility and at-will employment of teachers, more money won’t change very much. Eric Hanushek, an expert on the economics of education, testified that if we were able to remove the least productive 8 percent of teachers and replace them with teachers just producing at an average level, our education system would be as good as Finland’s, which is the best in the world.

Why don't we do it?  I blame Democrats and unions.  They have too much to lose if effciency were imposed on the education system.
