The program apparently lacked imagination. They should have put novelist like Vince Flynn and Brad Thor on the job. They seem to be able to knock a story out about government assassins on a pretty regular basis.Tenet ended the program because the agency could not work out its practical details, the officials told The Associated Press.
Porter Goss, who replaced Tenet in 2005, restarted the program, the former officials said. By the time Michael Hayden succeeded Goss as CIA chief in 2006 the effort was again flagging because of practical challenges.

Another former official said that the CIA's reliance on foreign intelligence services and on drone-launched missile strikes proved over time to be less risky yet effective in targeting al-Qaeda chiefs for death or capture. President George W Bush authorised the killing of al-Qaeda leaders in 2001.
According to one congressional official, the agency spent more than $1 million over the eight years that the CIA considered launching the hit teams. The official would not detail the exact amount or how it was spent.

This all about providing cover for Nasty Pelosi. Leon Panetta threw her ass under the bus when she lied about water boarding briefings she received. Now all of a sudden he shows up with a note he found under the pencil tray in the center drawer of his CIA desk. Seems as if Cheney slipped it to Tenet during a meeting on 9-12-01.The content being; G.W. Said "We have been in touch with the leaders of Congress and with world leaders to assure them that we will do whatever is necessary to protect America and Americans". Can we launch some cruise missiles on their ass? I want to kill as many of these m**f**ers as possible!
