Runaway grandjury in Rio Grande Valley indicts Cheney, Other officials

A Willacy County grand jury under District Attorney Juan Angel Guerra returned multi-count indictments Monday against Vice President Dick Cheney, former U.S. Attorney General Alberto Gonzales, State Sen. Eddie Lucio Jr., plus several other public officials.The specifics of the charges are not clear but the AP suggest they had something to do with a private prison system in the valley which the accused are alleged to have some tenuous connection to. At this point Guerra has some explaining to do.The indictment accuses Cheney and Gonzales of engaging in organized criminal activity.
Also indicted are state District Judges Janet Leal, state District Judge Migdalia Lopez, The GEO Group (formerly Wackenhut Corporation, former U.S. Attorney Mervyn Mosbacher, Gus Garza and Gilberto Lozano.

I would argue that this is an example of a "kangaroo" Grandjury rather than a "runaway" grandjury. A runaway grandjury is one in which the GJ gets out from under the control of the prosecutor. In this case, the prosecutor is using the grandjury to among other things, retaliate against officials who brought charges against him. Viet Nam 68-69 Issue Three Zero Xray
