The plan B surge

Scrappleface parody:

To demonstrate his open-minded attitude about the war in Iraq to an increasingly skeptical Congress, President George Bush will soon announce a “strategic redirection” that he will call the ‘Plan B Surge’.

Modeled after the success of the Plan B anti-pregnancy drug, which itself has surged in popularity since over-the-counter sales began last year, Mr. Bush’s ‘Plan B Surge’ calls for pulling troops out now, then waiting until al Qaeda has established a Muslim caliphate headquartered in Baghdad.

At that point, the Bush plan prescribes a massive introduction of U.S. troops to bring down the Qaeda government.

“The problem with fighting terrorists is that they have nothing big worth attacking,” said one unnamed White House official. “No palaces, fortresses or big troops concentrations. With the Plan B Surge we can let them do what they want early on, and then nip them in the bud just before they’re fully established.”

...

This sounds like the change of course Harry Reid has been asking for.
