The Belmont Club notes how the Islamist use the "breakaway faction" dodge to explain the bad faith behavior. The break away faction doge is a favorite of Muslim terror organizations. The Palestinians have several of them. The al Aqasus Martyr's Brigade was one that Arafat used for human bomb attacks on Israel while he pretended to negotiate with the country he was attacking. Islamic Jihad is an Iranian proxy as is Hezballah. Hamas associates with other terror organizations and accepts funding from Iran. It is the use of this dodge that makes negotiation with Islamist terrorist a fools errand because even if these groups were truly independent, it means they have nothing to offer but a pocket full of mumbles, in other words, empty promises.
