A vote against cloture on a filibuster does not shut off debate, but keeps it open. So why did the Washington Post describe it this way in a headline:
What really happened is that the Republicans wanted to debate and vote on alternative resolutions and the Democrats wanted to block debate on those issues and prevent a vote. As is usually the case the Democrats are trying to thwart democracy in the Senate.
The Houston Chronicle shows what a fair headline would say:
