Group think on redeploying troops

USA Today:

U.S. troops pulled from Iraq as suggested by the Iraq Study Group could be based in friendly countries nearby to provide a quick reaction force in case serious violence erupts, military experts say.

The United States would need to leave some of those troops in the region to prevent or respond to armed attempts to overthrow Iraq's government, says James Jay Carafano, another adviser to the study group.

Is that anything like what is going on now? Did these guys notice that the objective of al Qaeda and other Sunni insurgents is to overthrow the Iraq government by force of arms? It sounds like they want to continue the same activity from a rear operating base rather than a forward operating base. I do not think that is how you defeat insurgents.
