Here is a tip--Fix the tip line

The tip line in Iraq has been a key component of better intelligence against a wicked enemy in Iraq. This story in the NY Times suggest that it was allowed to deteriorate after the enemy started making harassing calls that wasted the time of operators. The Iraqi's dropped the ball on this useful tool and the US has had to step in to resuscitate the program. It is too important to getting actionable intelligence to let die.
