Rita rates a Cat 5

As the storm approaches landfall it will probably not be able to sustain winds of over 160 MPH. The coastal waters of Texas are relatively shallow which does not give the storm the depth it needs to sustain that high a wind. Even if it drops into a Cat 3 before making landfall it can still do substantial damage. Most houses are not built to take winds of that speed.
