What this strategy does is put US and Iraqi forces between the enemy and his supply line in Syria. By working their way back toward the heart of the enemy operations, they enemy is unable to bring in supplies or reinforcments. Those who are not killed will be forced to run again. One place they do not want to run is into the Shia dominated south of Iraq. The operation in Tal Afar demonstrated this fear of being handed over to Iraq forces.Defense Minister Dulaimi laid out the plan for all to see well over a month ago. While dismissed at the time by many as bluster, his words appear to be quite accurate.
“Our forces will start from the Syrian border … till we reach Ramadi, then to Fallouja…We have taken precise measures on the ground and acquired the president's approval to start the operation.”

The Americans called in bombing raids in Haditha, 140 miles northwest of the capital. They captured one militant with ties to al-Qaida in Iraq and killed four others.This particular attack occured despite the announced intent of concentrating on the border war and working back down river. However, direct actionable intelligence would be a good reason to go after an al Qaeda leadership target. I am of the opinion that once the leadership is either killed or captured, the "insurgency" will fade away. The jihadis wanting to explode need someone to point them at a target.
